Our policy priorities help to guide our work on how we communicate with lawmakers, mobilize the public to help end hunger. At the federal, state, and local level, our policy priorities include:

Strengthening
Government Safety Net Programs

To truly address hunger, we must advocate for policies that ensure long-term stability and resilience for our communities. This includes advancing legislation that strengthens safety nets, investing in local food systems, and fostering economic opportunities that empower individuals and families to thrive.

Addressing the Root Causes of Hunger 

Hunger does not occur in isolation. To solve hunger, we must solve poverty. To solve poverty, we must fix systems that make it harder for people to support themselves and their families. Through our five assets, MOFC works to connect neighbors to resources to lift themselves out of poverty while improving community health.

Advocating for ‘Food is Health’ Initiatives

Food insecurity is often associated with some of the most serious health problems in the U.S., including obesity, heart disease, and hypertension. Ensuring that our neighbors have consistent access to nutritious food with the support of food banks is good public policy that can improve health outcomes. Our Farmacy program is one way we connect patients with fresh, healthy food.

Understanding the SNAP Cost Shift

SNAP is one of the most powerful tools to fighting hunger in Ohio and across the U.S. As part of the One Big Beautiful Bill Act (OBBB/HR1), changes to how SNAP is funded threaten to weaken the program. Specifically, a cost shift of both administrative and benefits funding will place more financial burden on states.

On July 4, 2025, budget reconciliation legislation called H.R 1, the “One Big Beautiful Bill Act” (OBBB/HR1) was signed into law. This new law contains significant changes to programs like SNAP and Medicaid.

Chipping SNAP EBT Cards Can Reduce Fraud in Ohio

Ohio is currently in the process of transitioning to more secure, chip-enabled SNAP EBT cards to fight widespread benefit theft and skimming. Senate Bill 315 and House Bill 163 aim to help protect SNAP recipient benefits from being stolen.
